Introduction

The ANIMAHENASYON 17: The 2023 Philippine Animation Festival is an annual festival organized by the Animation Council of the Philippines, Inc. (ACPI). This year, we are returning to a physical venue from NOVEMBER 17 - 18, 2023. The festival aims to encourage the production of original content, recognize Filipino talents in the field of animation, and encourage creative excellence and competitiveness.

 

ANIKOMPETISYON serves as a platform for Filipino artists to showcase their talent and creativity through the art of animation. Everyone is encouraged to submit their best work, highlighting their unique vision and stories that captivate audiences. 

General Terms
  1. The competition is open to all Filipino students and professional animators, regardless of their residency status in the Philippines. Entrants who possess Filipino lineage are also qualified to participate in the competition.

  2. Works should be completed after January 1, 2022. Works entered for the previous editions of Anikompetisyon will not be eligible.

  3. No registration or application fee is required to enter the competition.

  4. There is no limit to the number of works a director can submit. 

  5. Works shall be made “frame by frame” including computer graphics animation.

  6. The entrant must be the copyright holder of the work. If someone other than the copyright holder  (e.g. artist, record company, producer, etc.) submits the work, they must obtain permission from the original copyright holder (e.g. commissioned works).

  7. Works should be original creations, otherwise, permission/license must be given by the copyright holder for any music, scripts, copyrighted characters, footage, images, etc. used in the work. A scanned original certification from the copyright holder (e.g. artist, record company, producer, etc.) is required upon submission. Failure to obtain proper permission/license will result in disqualification. The entrant is solely responsible for resolving any third-party claims of infringement of rights or damage claims. ACPI will not be held liable in the event of any disputes.

  8. In the case of students, use of copyrighted music may be permitted. Granted that the original copyright holder is properly credited and the work was done as a school project, capstone, or thesis, and completed during the period of their enrollment in an educational institution.

  9. A work that has already been awarded or is currently entered in other festivals is eligible. In this case, a listing of all awards and prizes received must be fully indicated on the entry form.

Awards/Prizes

All cash prizes are subject to 20% withholding tax as governed by Philippine law. The cash prize for each category is as follows:

 

GRAND PRIZE AWARD (PROFESSIONAL)

This is the highest award given by the Jury to the best narrative animation made by a professional whose work exhibits overall artistic and technical excellence. The winner will receive a certificate, a trophy, and a ₱100,000 cash prize.

GRAND PRIZE AWARD (STUDENT)

This is the highest award given by the Jury to the best narrative animation made by a student whose work exhibits overall artistic and technical excellence. The winner will receive a certificate, a trophy, and a ₱70,000 cash prize.

 

BEST REGIONAL ENTRY (PROFESSIONAL OR STUDENT)

This award is given by the Jury to the best animation submitted by a professional or a student based outside the National Capital Region (NCR). The winner will receive a certificate, a trophy, and a ₱50,000 cash prize.

THE JOHN MARTIN AWARD (PROFESSIONAL OR STUDENT)

This is a special award sponsored by Fernando Ortigas honoring John Alexander Martin’s contribution to the local animation industry. The award aims to recognize the Filipino animators’ talent in 2D traditional / hand-drawn animation techniques. The winner will receive a certificate, a trophy and a cash prize.

JURY’S SPECIAL CITATION (PROFESSIONAL OR STUDENT)

This award is given by the jury to a particular entry whose unique / unusual quality is worth citing. The winner will receive a certificate, a trophy and a Php 20,000 cash prize.

 

BEST IN STORYTELLING AWARD (PROFESSIONAL)

This award is given by the Jury to the best animation made by a professional whose work exhibits excellent skill in storytelling. The winner will receive a certificate, a trophy, and a ₱20,000 cash prize.

 

BEST IN STORYTELLING AWARD (STUDENT)

This award is given by the Jury to the best animation made by a student whose work exhibits excellent skill in storytelling. The winner will receive a certificate, a trophy, and a ₱20,000 cash prize

 

BEST IN TECHNICAL AWARD (PROFESSIONAL)

This award is given by the Jury to the Best Animation made by a professional whose work exhibits excellent technical quality either in 2D, 3D or Stop-motion animation. The winner will receive a  certificate, a trophy, and a ₱20,000 cash prize.

 

BEST IN TECHNICAL AWARD (STUDENT)

This award is given by the Jury to the Best Animation made by a student whose work exhibits excellent technical quality either in 2D, 3D or Stop-motion animation. The winner will receive a  certificate, a trophy, and a ₱20,000 cash prize.

 

BEST PRODUCTION DESIGN AWARD (PROFESSIONAL)

This award is given by the Jury to the Best Animation made by a professional whose work exhibits excellent technical quality either in 2D, 3D or Stop-motion animation. The winner will receive a  certificate, a trophy, and a ₱20,000 cash prize.

 

BEST PRODUCTION DESIGN AWARD (STUDENT)

This award is given by the Jury to the best animation made by a student whose work exhibits excellent background & character designs. The winner will receive a certificate, a trophy, and a ₱20,000 cash prize.

 

BEST NON-NARRATIVE ANIMATION AWARD (PROFESSIONAL) 

This special award is given by the Jury to the best non-narrative animation (e.g. abstract films, OBBs, trailers, TVCs, showreels, explainer videos, etc.) made by a professional. The winner will receive a  certificate, a trophy, and a ₱20,000 cash prize.

 

BEST NON-NARRATIVE ANIMATION AWARD (STUDENT) 

This special award is given by the Jury to the best non-narrative animation (e.g. abstract films, OBBs, trailers, TVCs, showreels, explainer videos, etc.) made by a student. The winner will receive a certificate, a trophy, and a ₱20,000 cash prize.

AUDIENCE CHOICE AWARD (PROFESSIONAL OR STUDENT)

This award is given to the finalist with the highest audience vote. The winner will receive a certificate and a gift item.

Selection Process
  1. After completing the submission process, entrants will be notified by SEPTEMBER 30, 2023 if their work is eligible for competition. Works deemed ineligible are due to non-compliance of the rules and regulations.

  2. A pre-selection panel made up of members from the Animation Council of the Philippines, will review the eligible entries and deliberate on the Official Selection composed of 20 entries who will be in the running for the competition awards. Pre-selection period will be from October 6 to October 20, 2023.

  3. A final panel of judges composed of professionals from the animation, film, media, arts, or government will be tasked to deliberate and identify the Winners from the Official Selection. The final judging period will be from October 22 to November 5, 2023.

  4. The Jury will decide based on the guidelines established by the festival committee. The decision of the Jury is deemed final and conclusive, and cannot be questioned, challenged or appealed against on any ground.

  5. All Jury members will judge entries based on the following criteria:

 

  • CONTENT (30%) This comprises originality of concept, script, and direction. Great importance is given to the coherence of ideas, aesthetic and conceptual innovation, and creative storytelling.

  • TECHNICAL QUALITY (30%) This comprises editing, sound, musical score, and animation technique. We are looking for works that showcase technical excellence and proficiency in their understanding of animation, editing, and filmmaking principles. 

  • OVERALL IMPACT (40%) The works should effectively bridge both the artistic and technical aspects of animation. We are looking for works that leave a lasting impression on audiences, are visually outstanding and creative, and high-quality in its production. 

Application Process
  1. Fill out an online entry form at www.animationcouncil.org/animahenasyon

  2. Collate your requirements in a Google Drive folder with the shared access set to “Anyone on the internet with the link can view”. The FOLDER NAME must indicate [TITLE by ANIMATION DIRECTOR].

*Entrants must provide their personal email address if they are using a school/company-issued email address.

 

The collated Google Drive folder must contain the following:

 

ENTRY FORM Folder

  • Director/s signed Participation Terms and Conditions and Data Privacy Consent form.

  • Director/s Valid Government ID

  • For students: a scanned copy of their current school ID and school registration form. If the student is enrolled in a workshop class, a scanned copy of the original receipt or certificate of attendance is required.

 

PHOTOS Folder

  • Three (3) photos or screenshots (Landscape orientation) in PNG file format with 600 dpi resolution from the animated work submitted.

  • One (1) recent photo (portrait orientation) of the animation director/s with their best animated pose (faces must still be clearly visible and recognizable).

 

POSTER Folder

  • One (1) 12 x 18in landscape orientation poster of the animated work in PNG and PSD file format with 600 dpi size.

  • One (1) 12 x 18in portrait orientation poster of the animated work in PNG and PSD file format with 600 dpi size.

 

PROFILE Folder

  • A 100-300 word Director/s biography in PDF file format.

 

FILM Folder

  • A copy of the animation entry (put the complete title of the work as the file name and Directors Name ex: Tadhana by Juan Dela Cruz) in full or high-resolution, QuickTime, AVI, or MPEG4 file, with a 1920 x 1080 resolution. It must contain a color bar of 3 seconds, followed by a countdown leader at the beginning of the movie.

  • Hardcoded English captions (only for entries with dialogue in another language or dialect other than English).

  • A 5-second trailer

Reminders
  1. One entry form is required for each work submitted. The online form must be filled out completely and accurately. ACPI shall not be held liable for the mistakes or misrepresentations indicated by the entrant.

  2. Entries with incomplete requirements or are non-compliant with the rules and regulations will not be accepted.

  3. The organizers will not be held responsible for entries received after the deadline thereby resulting in their exclusion from the competition and program.

  • Call for Entries: June 1 to September 30, 2023

  • Submission Deadline: September 30, 2023 at 11:59pm

  • Eligibility Announcement: October 5, 2023

  • Pre-selection Panel: October 6 to October 20, 2023

  • Official Selection Announcement: October 21, 2023

  • Final Judges Panel: October 22 to November 5, 2023

  • Awarding Ceremony: November 18, 2023

Participation Terms and Conditions

I understand that participation in Animahenasyon: The Philippine Animation Festival, and its film submission process, implies acceptance, without reservation, to the terms of the present rules and regulations. 

 

I agree to abide by the rules and regulations of Animahenasyon: The Philippine Animation Festival as stipulated by the Animation Council of the Philippines, Inc. (ACPI).

 

I affirm and declare that the entry I submitted is original, and all information I have indicated in all submitted documents is true, correct, and complete to the best of my knowledge. I understand that any misrepresentation of facts, by omission or addition, may result in criminal prosecution and shall invalidate or disqualify my entry/s to this competition.

 

I understand that ACPI will not be held liable in the event that the submitted entry is found to infringe on the intellectual property rights of another person or entity.

 

I understand that the copyright of submitted works shall remain with the original copyright holder (e.g. artist, record company, producer, etc.) and grant ACPI permission to save a copy of the work for archival purposes.

 

I agree and grant ACPI the permission to duplicate, screen, publicly transmit, and exhibit in print (publication), on any visual medium (TV, etc.), in public and private places (theaters, schools, etc.), and online, my submitted work in whole or in part for the purpose of promotion and exhibition of the Eligible Entries, Official Selection, Winners, for the festival and related ACPI projects both locally and internationally. 

 

I understand that any attempt to win this contest by fraud, deception, or plagiarism shall be grounds for ACPI to disqualify me from participating in all current and future contests and events of ACPI, as well as forfeiture of any prize won through fraudulent means.

 

I authorize ACPI the right to send my entry to other local or international events or festivals for showcase and/or competition. Any prize money, trophy or certificate that the entry will receive shall solely go to the producer/director of the animated work.

 

I agree to attend and participate to the following during Animahenasyon 2023; (a) Conference (b) Workshops (c) Film Screenings

 

I agree to subscribe to all ACPI’s Newsletters

 

In the event that my entry wins an award or citation, I agree to have my work included in an anthology series of Animahenasyon winning works to be produced by ACPI in the future. Any proceeds generated from the sale of the anthology series shall be divided between the animation producer/director and ACPI in favor of the first party. A separate memorandum of agreement shall be signed for this undertaking. 

 

I understand that by participating in the competition, I agree that ACPI’s stakeholders (i.e. sponsors and partners) may be distributed a copy of the entries for the purpose of promotion and exhibition. The entrants will be properly informed in the event that their entry will be shared with the stakeholders. 

 

The festival organizers will decide all matters not expressly provided for in these regulations, and their decision shall be final.
